RULES AND REGULATIONS 2024
1. There will be an entry fee of $850.00 per team. This fee will cover balls and Insurance.
No Shows; Any team that does not contact the team they are scheduled to play and does not show up will lose those points. They will also pay a $100.00 fine that will be paid to the team that drove to the park, within 2 weeks of the missed game or all games after the missed game will become defaults. Any team that forfeits will only lose 2 points. Please take the time to inform the other team
2. All teams provide their own bats and bases. There will be bat restrictions this year according to the ASA bat standards. If a bat is does not have a recognized thumb print on it, its considered Illegal
3. Field measurements, bases 60’ apart, 1st to 3rd base 84’10¼” Fields are set up at the Inverary diamonds. Bases will need to be provided by home team in Odessa and Wilton
4. Players must be 18 years of age or older or 16 with parents consent. Each coach will be responsible for the age of each of their players. Use of underage players will result in forfeiture of all games involving such players and those players will be ejected for the remainder of the season.
5. Only one spokesperson (coach or captain) per team. The primary contact is the representative of the team and controls the spot in the league.
6. Players can only play for one team in this league. Teams could ask opponent permission to have a player play from another team in order to field a team in regular season play if that player is considered to be an average or lower than average player. Said team has the right to say yes or no.
If an ineligible player plays, the team will forfeit the game(s). An eligible player is a player who has signed the team’s roster and is on the President’s master list or has played 3 games and appear on score sheets.. Once a player has signed on to a team’s roster, they may not switch to another team for the duration of the year without leagues permission.
7. Absolutely no drinking of alcoholic beverages before, during or after games on diamond property. If any player on the team roster (playing or not playing) is found drinking on diamond property the result will be he/she will be suspended until reviewed before the executive and will be ejected from the league for the remainder of the season if found guilty. Smoking on school diamond property is now illegal according to the Ontario Tobacco Control Act. Schools and any school property are now smoke free at all times including after hours recreational use such as baseball. Be warned that fines can and have been levied by the police against individuals found smoking on school property.
8. Each home team must provide, bases, one new ball per game and keys for the lights if needed. Home teams are responsible for turning off the lights or will be fined $50.00 and must be paid before your next game (Inverary Only) Other diamonds have auto shut off
9. No steel cleats. If a player is caught wearing steel or plastic spikes, the player will be ejected from the game.
10. No Swearing. Any players using excessive profanity could be suspended until reviewed before the executive and may be ejected from the league if found guilty. The opposing team representative will need to make the protest or any executive member (Captains) who witnesses the event may take action.
11. Any player(s) instigating a physical fight will be suspended until reviewed before the executive and may be ejected from the league if found guilty. Any teams physically fighting amongst themselves may be ejected from the league with no refund. Any person ejected for fighting may be placed on a list and not permitted to play on any team in the league. All incidents will be reviewed by members selected, ie team reps, executive. This will consist of at least 7 people and will not be made known to the individual in question.
12. Season trophies are the property of the league and the teams awarded these trophies are responsible for returning them, by August 15 of the next season or replacing them.
13 . All teams Have their score sheets available at the year end tournament in case a player is questioned. Male Players must have played 5 games to qualify to play at the end of the year and female must have played 2 games. Opening tournament can be used for games played. Forfeits can not be used. Any player not meeting league criteria must get special permission for a player to play in the closing tournament.
14. All complaints must be lodged in writing within 10 days to the President or any executive. League executive will meet to hear all complaints and will then render a decision. If the complaint involves a member of the executive that member will be removed from the executive for the decision.
15. Reporting Scores: Time to report scores is 24hrs. Any team that does not WILL LOSE THEIR POINTS. We need co-operation to run the site effectively Scores can be texted or emailed. 613 453 2441 or csvideo@aol.com Rained out games must be reported with in 24 hrs in order to get any possible reimbursement from cities or townships.
16. All games will be 9 innings or 90 minutes.8:00 pm games may go longer if agreed on by both teams at any point prior to time running out All games that are tied after 9 innings will stay a tie in the regular season. Tournaments will be 7 innings or a time limit or mercy.
17. All innings will be limited to 6 Runs per inning, except the 9th inning or the last mutually agreed inning at unlighted diamonds. Last inning in League play is open.
18. Home Runs hit by male or female are limited to 2 ahead of the opposing team or match plus 2. Each home run afterwards counts as a single. Four Base Errors: Any ball hit in the air that would NOT have already cleared the fence. Any ball clearly already over the fence that is touched is not a 4 base error. Home team can go up by 2 in the bottom of last inning except for tournaments if a last inning is declared (Time allows). To save time, a home run will be hit and sit as the team that hit it will chase.
19. An official game in the regular season is a minimum of 5 innings or play until darkness.
20. Games will start at 6:30 and 8:00pm no new innings can start after 8pm in the first game.
21 In case of inclement weather and poor diamond conditions, both coaches must agree to play. Although this is a rain or shine league, Teams should NOT play if there is lightning or if the fields are unsafe to play. The Diamonds may also be shut down by the Cities or Townships etc. It will be up to the president to re-schedule the rain out game at the very next available rain out spot. If a team refuses to re-schedule rained out game the victory will be awarded to the opposing team. Refusing team will be assessed one forfeit per offence and dealt with as per rule #1. When rained out, Scheduler must be informed immediately.
22. Maximum of 35 players per team, 4 women minimum on each roster. Teams may play with 3 female and take 1 out at the top of your batting order. If playing with 3 female you must only have 9 defensive players.
23. Slow pitch to your own team, 3 pitches only. Pitcher can stand no closer then 40 feet from the front of home plate. If pitcher is closer the 40 feet, when ball is pitched, it will be called a strike and if on the third pitch batter is out). Height of the first or second pitch foul ball must be above the height of the batters head to register as an out when caught. Safety fences may be used by any pitcher. Foul out to catcher: Ball only has to be hit above his or her head
24. Maximum 10 players on the field plus pitcher of opposing team.
25. Unlimited player substitution is permitted defensively. Teams may use substitutions in the batting order if they have a Sub.
26. Pitcher only has to accept a throw, from any player standing on the gravel portion of the infield to stop play.
27. Diamond boundaries and ground rules will be agreed upon by both coaches before each game begins. All balls thrown out of play, (effect) Base runners are awarded 2 bases from the last based touched from when the ball ws thrown. Overthrows remaining inside the fence will be considered still in play and runners may advance at their own risk. .
28. All team members in the batting line-up must bat in turn. If a batter bats out of turn he/she will be out. Players first and last name must appear on the score sheets. Each team must keep their own score .
29. Players arriving late may play and must be added to the end of the batting order.
30. Official game may be played with Eight players but 3 must be women or game is forfeited. If there are only 3 women to play at the beginning then team must play with 9 fielders (3 women 6 men) and register an automatic out at the top of their batting order for the entire game or until 4th female arrives to fill the position (First batter in line up is an out). Players cannot be placed in the batting order until they are present. If there are only 4 women to play at the beginning of a game and one is injured during that game and cannot continue to play, then the team will finish the game with 9 fielders (3 women, 6 men). No automatic out will be registered for the injured women provided only 3 women can continue the game. If both teams agree to play game with less then the required number of women or men, then the game becomes official and no protest will be allowed based on this fact.
31. Base Runner Substitutions: Runner may be substituted from first base only if they show up to the game injured (woman for woman and man for man) by the last person in the line up that is not on base. If a player suffers a leg related injury during the game, including groin the substitution may start at the backstop where the side fence corners with the back fence. Pinch runners should be the player furthest away in the batting order.
32. Infield fly is an automatic out if runners are on first and second base and less then two out. Runners may tag and advance at their own risk. An infield fly is a ball that is hit in the air, and is considered catchable with minimal effort, by the infielders including the catcher. An Infield Fly must be called by the base coaches.
33. Outfielders cannot move to the infield until after the ball is hit, rover is considered an outfielder and cannot move onto the gravel part of the infield until the ball is hit. There are no restrictions on the infielders playing in the outfield. Note: Please instruct your outfielders NOT to try to throw a runner out at 1st base if there is absolutely no chance of getting the out. Safety First
34. No stealing or bunting. There will be an imaginary line drawn on the playing field from 1st base to 3rd base, 1 infielder may play inside the base lines up to this line at their own choice. First baseman can play one step in front of base if there is A RUNNER ON FIRST. Therefore with a runner on first, 2 players can play inside the line.
35. The batter must use a full swing. The opposing coach may call a NO-SWING if the batter is attempting a slow or partial swing to place the ball a few feet in front of home plate. This will still be considered a pitch and if it is the 3rd pitch the batter is out. Base runners may not advance.
36. Lead Offs. Runners May t
ake one anticipation step off a base during a swing. Any more than one will results as the runner being called out for lead off
37. If pitcher is hit by a batted ball, ball will be considered dead and a strike on the batter. If pitcher is hit on third strike the batter is out.
38. There will be a double safety bag at first base. If a play at first is possible the runner must only touch the outside (orange) part, if the runner touches the inside (white) section of the bag, he/she will be called out. If there is not a play at first, the runner may touch either section. Defensive player may only touch the inside part (white) of the bag. Runners can be tagged out at any base except home.
39. Regular Season: Pitcher calls outs or First base coach calls plays at 1st and home plate, 3rd base coach calls plays at 2nd and 3rd base, Team captains will decide which way the want to call the plays. Catcher calls all foul balls. All base coaches are responsible for knowing the rules. If a coach does not see the play, assistance may be requested from the other base coach. If the two base coaches are not in position on the field when the ball is pitched, the batter is automatically out. At the beginning of the game the coaches may agree to have the pitcher make the calls.
40. There will be a safety line at home plate which runs from home plate to the backstop on the third base side of home plate. The runner must cross this line before the catcher receives the ball and touches the plate. The runner cannot touch home plate, if he/she does, he/she will be called out. You can not tag a runner who has passed the commitment line. Any defensive player can make the play at home plate; it does not have to be the catcher.
41. There will be a commitment line 15’ from home plate on the 3rd base line. Once a runner has crossed this line, he/she must continue towards home and cannot return to third base.
42. Any team refusing to play on without mutual consent of opposing team will be penalized as follows’ this will be treated as a forfeit.
43. Any team that is involved with reporting Incorrect or altered scores will be penalized as follows; one or both teams involved will be assessed one forfeit.
44. The league and executive assumes no responsibility or liability for any injuries incurred in any game under its auspice for any reason whatsoever. All teams are required to sign (coach/representative) a waiver form which releases the league and executive from any responsibility or liability. Teams refusing to sign the waiver will be excluded from the league. Also each player must sign the team roster which will also be a waiver.
46. Any player with an open bleeding wound or injury cannot continue to play and must be removed from the field until such injury is properly dressed and treated.
47. There will be no restrictions on type or size of gloves used during games.
48. Tournaments: Ranking will be decided by wins and then plus minus and then head to head.If a tie still exists, then rankings will be decided by league standings. Plus 10 may be the max in tournament play. SPN NSA Rules to keep play on time.
49. Mercy Rule. League play only. A mercy rule is in effect after 7 innings. The losing captain may call a game any time after 7 innings if there is more than a 10 run split.
50. Divisions: There will be 3 division that will compete in the closing Tournament and will be determined by how they perform during the season

52. Pitcher Safety Screen: Teams may use a protective safety screen but if the ball hits it, it is considered a dead ball and a strike. If the ball hits it on third strike then the batter is out. If ball hits pitcher it is also a strike and if on 3rd strike the batter is out.
